Under the strong leadership and overall coordination of the provincial party committee and the provincial government, the 2023 China industrial transfer and development docking activity (Henan) will be held in Zhengzhou from June 19 to 21, and this activity will be co-sponsored by the Ministry of Industry and Information Technology, China Academy of Engineering and Henan Provincial People’s Government.   I. Background of activities

  China’s industrial transfer and development docking activity (Henan) was originally "China (Zhengzhou) industrial transfer series docking activity", which was jointly established by the Ministry of Industry and Information Technology and the People’s Government of Henan Province in 2010, aiming at strengthening the exchange, interaction and cooperation between Henan and the eastern and central and western regions in industrial transfer and industrial development, improving the industrial cooperation mechanism in the eastern, central and western regions and optimizing the industrial division pattern. By 2020, with the strong support of the Ministry of Industry and Information Technology, China Academy of Engineering and other brother provinces, the event has been successfully held for seven times, with a total of 3,741 contracted projects and a contracted amount of 1.86 trillion yuan. A large number of major industrial transfer projects have been implemented, which has made positive contributions to accelerating regional development.

  Promoting industrial transfer in an orderly manner is an effective way to deepen the adjustment of industrial structure and optimize the distribution of productive forces, and it is also an inevitable requirement to implement the new development concept completely, accurately and comprehensively and accelerate the construction of a new development pattern. From a national perspective, in July 2021, the CPC Central Committee and the State Council issued the Opinions on Promoting High-quality Development in the Central Region in the New Era, which strongly supported the central and western regions to actively build platforms, effectively undertake industrial transfer in the eastern region, and accelerate the formation of a manufacturing development pattern with rational regional division of labor and coordinated development. In January 2022, the Ministry of Industry and Information Technology, the Development and Reform Commission and other ten departments formulated and implemented the Guiding Opinions on Promoting the Orderly Transfer of Manufacturing Industry, which clearly pointed out that it is necessary to highlight the comparative advantages of various provinces and cities, guide misplaced competition, focus on supporting the central region to strengthen the docking with innovative elements in the eastern region, actively undertake the layout and transfer of emerging industries, and cultivate and form a number of advanced manufacturing bases with their own characteristics and advantages. From the perspective of our province, since last year, in the face of severe and complicated difficulties and challenges, the three main indicators of industrial investment, technological transformation investment and regulated industrial added value have gone against the trend, which has played an important role in stabilizing the province’s economic market. However, the foundation of our industrial growth is still not stable, and the uncertainties in industrial development are still increasing. Stable growth is still the primary task of the province’s industrial economic development. Undertaking industrial transfer is the main way to expand industrial incremental investment. By planning a batch, reserving a batch and signing a batch of key industrial projects, especially major landmark projects, it will inject new vitality into the province’s steady growth, structural adjustment and situation protection.

  In order to thoroughly implement the major decision-making arrangements of the CPC Central Committee and the State Council, and promote the industrial economy to stabilize and improve, in accordance with the convention of "biennialization", we started preparations for the eighth docking event in 2022, which was postponed several times due to the epidemic, and was finally scheduled to be held in June this year. During this period, the State Council cleaned up all kinds of national forums and exhibitions, and the Ministry of Industry and Information Technology unified the industrial transfer activities jointly organized by the Ministry and the province as "docking activities of industrial transfer and development in China in a certain year (a certain area)", which can be done by all provinces every year in the future.

  Second, the theme of the event and the main arrangements

  With the theme of "openness, cooperation, development and win-win", this activity aims to implement the Supreme Leader’s Socialism with Chinese characteristics Thought in the new era, implement the new development concept completely, accurately and comprehensively, adhere to the manufacturing industry as a province, build a strong manufacturing province, actively connect with the national strategy, better combine self-reliance and opening up to the outside world, and closely focus on building key industrial chains and building a modern industrial system. By deepening regional cooperation, international cooperation and strengthening investment promotion in industrial chain, innovation chain and supply chain, we will promote the upgrading and development of traditional industries, focus on the cultivation of emerging industries, and build an advanced manufacturing chain network, which will be deeply integrated into the domestic and international double cycle.

  In order to strengthen organizational leadership and ensure the smooth holding of the event, an event organizing committee was established, with Governor Wang Kai as the director, Executive Vice Governor Sun Shougang and Vice Governor Liu Shangjin as the deputy directors of the organizing committee, and two secretaries-general and four deputy secretaries-general. Twenty-one provincial departments and units, municipal governments under provincial jurisdiction, Jiyuan Demonstration Zone Management Committee and Airport Area Management Committee participated in and undertook specific tasks respectively. Around the theme of the event, the Organizing Committee designed and arranged 2 comprehensive events, 11 special events and 5 special promotion and docking events in provinces and municipalities. Two comprehensive activities: mainly the opening ceremony, signing ceremony and keynote speech. At present, the site survey, venue design and process arrangement of the comprehensive activities have been basically completed, and the leaders attending and the merchants attending are in the process of summary negotiation. Eleven special events: mainly the exchange activities of academicians in the Central Plains and industrial transfer, as well as the special docking activities of new materials, high-end equipment manufacturing, modern food, modern medicine, intelligent networked vehicles, electronic information, digital transformation, data element market cultivation, Industry-University-Research cooperation, specialization of special new enterprises and capital markets, and design of Henan and industrial design, and strive to promote and reach a number of key cooperation projects.   III. Main features of the activity

  This activity adheres to regional positioning and comprehensive operation, based on Henan, the whole country and the central and western regions, and strives to build the most influential regional industrial cooperation docking platform in China. The activities mainly present the following characteristics:

  (1) One party sets up the stage and cooperates with many parties. This activity is jointly organized by the Ministry of Industry and Information Technology, China Academy of Engineering and the People’s Government of Henan Province. The activity plan is planned and designed by our province, and the project docking, business invitation and conference organization are mainly in our province, with the participation of all organizers. Seven key universities of science and technology such as Beihang University, four national trade associations such as China Nonferrous Metals Industry Association, China Information and Communication Research Institute and National Research Center for Industrial Information Security Development are the supporting units. The organizers and supporting units generally attach great importance to the activities, and closely consult and cooperate under the overall coordination of the Organizing Committee to promote the co-construction and sharing of the platform. In fact, all localities put more efforts into the stage, in peacetime, in the early stage of investment promotion and later tracking. To a certain extent, the preparatory process of this event has been transformed into the implementation of the relevant arrangements of the CPC Central Committee and the State Council, and the promotion process of the central and western regions to undertake industrial transfer at home and abroad has been accelerated.

  IV. Preparations for the event

  The provincial party committee and government attach great importance to the success of this activity. Secretary Lou Yangsheng specifically instructed that "the key is to do a good job in project docking and strive for fruitful results". Governor Wang Kai personally examined and approved the activity plan, and repeatedly gave instructions on the preparation of the activity. Vice Governor Liu Shangjin made a special trip to the Ministry of Industry and Information Technology to report the docking and win support. In September 2022, the provincial government held a teleconference to mobilize the preparatory work for the event, informed the overall arrangement and preparatory work of the event, arranged and deployed various preparatory work, and directly opened it to the municipal and county governments in the form of teleconference.
